Public Policy Assessment

At Afi, we want to promote a culture of evaluation through the generation and dissemination of knowledge and empirical evidence that allows for a comprehensive understanding of the impact of an intervention, whether in the public or private sphere.
The ultimate goal of the policy evaluations we conduct is to draw conclusions based on evidence that will improve the design, implementation, and effects of an intervention, while promoting transparency and accountability.
This service is aimed at all entities or institutions in the public or private sector interested in understanding the results and impact, both achieved and expected, of an intervention.
The evaluation of an intervention can be carried out at any stage of the policy cycle, with each stage corresponding to a different type of evaluation: evaluability analysis, ex ante evaluations, interim or implementation evaluations, ex post evaluations, or comprehensive evaluations.
We also carry out Evaluation Plans, in which we offer the contracting institution a way to guide the set of evaluations to be carried out throughout the policy life cycle. These allow for structured planning ex ante of the information, agents, and issues to be evaluated, as well as a commitment to the timing of when they will be carried out.
To carry out this work, we have people with complementary technical profiles who can apply all the methodologies that must be used in an evaluation process, both quantitative and qualitative.
We have extensive experience in evaluations in a wide variety of sectors, such as, for example:
- Labor market impact evaluations.
- Relevance, coherence, efficiency and impact evaluations of Financial Instruments.
- Design of Social Experiments for the third sector.
- Assessments of evaluability, design, procedures, economics, results, and impact of financial aid to citizens, companies, and self-employed individuals.
ReDev Members
Reflecting our interest and commitment to policy evaluation, Afi is a member of ReDev, an alliance formed by Afi, Ivie And Ksnet, which aims to help spread the culture of Evaluation And Transparency, promoting a decision-making model based on Objective Data in public and private institutions. To this end, it has multidisciplinary teams with extensive experience in the field of policy evaluation, from the Diagnostic phase To Impact Assessment, including the Design And Implementation of actions.
Afi, institutional partner of the SEE
In June 2023, Afi joined the Spanish Evaluation Society (SEE) as institutional partners, as a sign of interest and commitment to Public Policy Evaluation, from our Public Finance team.
This collaboration will allow us to improve the design, execution and effects of public policies, thus promoting transparency, effectiveness and efficiency, as well as accountability. At Afi we have been offering financial, budgetary and economic advice for almost 30 years, both to public administrations and the private sector, supporting the processes of rationalization and modernization of policies and public administrations themselves.
