The first issue of JPEVAL, the academic journal for the evaluation of public policies in Spain, is published

Madrid, November 4, 2025. Afi together with KSNETAnd the Spanish Society for Public Policy Evaluation (SEE), publishes the first issue of Journal of Policy Evaluation (JPEVAL), a scientific journal dedicated exclusively to the analysis, monitoring and evaluation of public policies. JPEVAL was born with the purpose of strengthen and expand scientific knowledge in the field of evaluation, providing empirical evidence on the results and impacts of public policies. Its objective is twofold: on the one hand, to serve as a bridge between scientific research and political decision-making, and on the other, to provide a reference space for the dissemination of new methodologies, empirical approaches and theoretical frameworks in the field of evaluation.
With an international and multidisciplinary orientation, the journal welcomes contributions from researchers, academics and professionals who examine the design, implementation and effectiveness of public policies in different sectors and contexts. His areas of interest include the evaluation of reforms and public programs, the role of policies in the social situation, the economic and environmental well-being, and the development of new methodologies and techniques of data-based analysis.
Published articles undergo a rigorous peer review process, taking into account experts and references in the subject matter under analysis, ensuring the highest standards of academic and professional quality. JPEVAL will be published biannually (April and November) and will publish papers in English, promoting the international projection of the Spanish research community in the field of evaluation.
The first issue of JPEVAL addresses a wide range of topics that reflect the maturity and projection of the field of public policy evaluation in Spain. The articles delve into key issues such as the institutionalization of evaluation in public administration and its digitalization; the impact of employment and social protection policies, with special attention to access to the Minimum Living Income and the homeless community; the quantification of administrative burdens and bureaucratic costs for citizens; the evaluation of child care policies from a gender perspective; and the possibilities offered by artificial intelligence to improve evaluation processes. Taken together, The issue inaugurates an editorial line that combines methodological rigor, innovation and applied relevance for public policies, confirming the traction power of the new Journal and the need for its launch to enhance this field of research.
The issue includes contributions from researchers and professionals from different public and private fields. This diversity of backgrounds, which brings together academic profiles, data analysts and those responsible for policy design and execution, consolidates the multidisciplinary nature of the journal and its long-term vocation to build bridges between academia, scientific evidence and institutional practice.
With this initiative, Afi reaffirms its commitment to dissemination of knowledge and the promotion of evaluation as an essential tool for improvement of public policies and the strengthening of the evidence-based decision-making.
